The major health crisis of COVID-19 illustrates the urgent need to strengthen cooperation at all levels. In an interdependent and interconnected world, as in a chain, the level of security of the whole corresponds to that of the weakest link. Faced with systemic risks, whatever their origins, the only valid response is therefore collective and collaborative. Collective, because each actor is not only responsible for his own safety but also that of each of the others, and therefore of the whole. Collaborative, because cooperation and information sharing are essential to compensate for the asymmetry between “attacker” and “defender”.
