The past two years have seen a sharp rise in cyber-attacks aimed at the power grid with little corresponding increase in the rates of attribution and prosecution. As power grid operators continue to plough investment into cybersecurity solutions, upskill their workforce, and refine their response and recovery procedures, there remains a general feeling that we may not get ahead of the threat any time soon. Unless we develop new rules around attribution that are fit for purpose within cyberspace.
