The Cybersecurity and Infrastructure Security Agency (CISA) has released the National Emergency Communications Plan in order to improve the cybersecurity and flexibility of the nation's emergency communications.

About NECP

The National Emergency Communications Plan (NECP) is a strategic plan which is designed to strengthen and enhance emergency communications capabilities. The vision of NECP is to enable the emergency responders to securely communicate and share information across all levels of government, organizations, and citizens who are impacted by any cybersecurity threats. NECP’s priorities include,

  • Resolve any interoperability communication challenges caused by rapid technology advancements and increased information sharing
  • Ensure that the appropriate individuals get the most critical information at the appropriate time
  • Improve emergency communications systems to reduce cybersecurity threats and vulnerabilities

Goals of NECP

The goals and the mission of the National Emergency Communication Plan include:

  • To ensure effective emergency communications governance and leadership across the Emergency Communications Ecosystem.
  • To bolster emergency communications plans and procedures that address the risks, capabilities, and technologies across the Emergency Communications Ecosystem.
  • To provide training, exercise, and evaluation programs across all available emergency communications technologies
  • To strengthen effective coordination of operable and interoperable public safety communications capabilities for incidents and planned events
  • To improve the cybersecurity posture of the Emergency Communications Ecosystem

The CISA has also planned a series of webinars to help stakeholders understand NECP changes and how to use the new frameworks.
