Graves told CyberScoop the bill is necessary in part because companies are left without recourse when they are attacked. “They have nowhere to turn.” The incentive to pass this bill, Graves says, also stems in part from the fact that there are no guidelines right now for companies that he says are already hacking back. If passed into law, Graves hopes companies will gather info from their attackers and share it with the federal government. However, the bill does not mandate that action.   Since Graves last introduced the bill, the U.S. government’s approach to offensive cyber-operations has started to change.
